The World Ethics Congress Regulations

WE, PEOPLE OF THE WORLD,

striving for the ideals of the human unity;

realizing our responsibility in the times of crises threatening the nations;

ascertaining the impossibility to solve the problems in military, political or economical way;

accepting the limitations of the state power in the creation of conditions to form a harmonious person;

perceiving the main reason of the global instability in the lack of the world nucleus of the spiritual unity of the people;

reposing hopes on the wisdom of peoples and nations;

proceeding from accepted international norms in culture, science, education and human rights;

decided to organize The WORLD ETHICS CONGRESS ("Congress").

And WE agreed to accept the present Regulations.

Part I

The General Propositions

Article 1

The World Ethics Congress has for an object:

  1. The strengthening of morality as a fundamental principle of every person.
  2. The full comprehension by the people of the global unity not depending on the state, political, ethnic, religions, professional and other differences.
  3. The establishing the priority of the scientific knowledge in the synthesis with spiritual and moral values.
  4. The creation of the Fundamentals of the moral conception and of the Global Ethics Code.
  5. The examination of the international laws from the positions of ethical principles.
  6. The expression of the coordinated opinion of the congress members on the world problems.
  7. The moral estimation of the actions of states, international and regional organizations, transnational companies and also their authorities and official representatives.
  8. The cooperation with the United Nations Organization in the support of the international peace and security, development of friendly relations between nations and peoples, international collaboration in solving economical, social, ecological, cultural and humanitarian problems.
  9. The development of cooperation in the ethics matters with the international, regional and national organizations, state and independent authorities, outstanding public figures of culture, science, religion, education, medicine, environmental protection, business and finances.
  10. The Dialogue with representatives of all levels of power, the discussion of questions important for the Congress and human society including the elaboration of laws, norms and decisions.

Article 2

To achieve the goals stated in Article 1 the Congress will act according to the following principles:

  1. Each participant of the Congress is a representative of the whole humanity.
  2. All participants of the Congress are equal and free in expressing their opinions.
  3. All participants of the Congress follow their personal convictions of conscience not depending on the group interests of the society to which they belong according to their origine, residence, political, professional, religious, social and other activities.
  4. All participants of the Congress stick to the Fundamentals of the moral conception and the Global ethics code accepted by the Congress.
  5. All participants of the Congress assist its activities according to the present Regulations and honestly fulfil their obligations.

Part II

The Propositions on conditions of the participation

Article 3

In the present Regulations:

  1. A nation or people mean a state - member of the United Nations Organization and also a participant not represented in any organization.
  2. The representative organization of a nation or people means the coordinating organization or another form of association of the highest representative (legislative) body of the nation or people and the leading formations of the main non - government organizations and social unions.

Article 4

  1. The Congress doesn't limit the time of participation and assume its strictly individual decision on this matter.
  2. The participant of the Congress can be a man of the world with high moral qualities. Not having privileges and not searching for material profits he voluntarily work for the unity.

Article 5

The first participants of the Congress are people of the world who take part in the Constituent Assembly in Saint-Petersburg of founders of the World Ethics Congress and who sign the present Regulations.

Article 6
A nation or people through their representative organization can announce names of the Congress participants introducing them to the Secretariate.
1) Private applications of candidates about their adherence to the present Regulations, the Fundamentals of the moral conception and the Global ethics code including their reasons for the participation in the Congress.
2) Brief characteristics and questionnaires of candidates.
3) Sufficient evidences of approvement by the representative organization of a nation or people.

Article 7

  1. A candidate is granted the status of the Congress participant after the formal Verification of the documents presented by a representative organization of a nation or people according to Article 6 of the present Regulations.
  2. The Secretariate of the Congress notifies in a written form the Congress participants about the completion of the formal verification procedure of documents and the inclusion of their names in the roll of the Congress participants.

Article 8

  1. The representative organization of a nation or people can present for the participation in the Congress not more than ten names.
  2. The Congress participants from every nation or people form a national or people Ethics Council having one vote in the Congress.

Article 9

Violating the principles of the present Regulations a Congress participant looses a moral right for the status of the Congress participant. He can be recalled by the representative organization of nation or people or removed from the Congress activities by the World conscience Council.

Article 10

A Congress participant quits the Congress membership:

  1. In the case of a voluntarily resignation of his commission by a Congress participant.
  2. According to the norms stated in Article 9 of the present Regulation.
  3. In other cases according to a declaration of a representative organization of a nation or people.

Part III

The organizations of the Congress

Article 11

  1. The main organizations of the Congress are the Assembly, the World Conscience Council, the Secretariate, national (people) Ethics Councils.
  2. Any auxiliary organization which can be needed are formed by the Secretariate of the Congress.
  3. The main organizations can only consist of the Congress participants. The staff of auxiliary organizations is named according to the rules determined by the Congress Secretariate.

Part IV

The Assembly of the World Ethics Congress

Article 12

  1. The Assembly consists of all participants of the Congress listed in the roll.
  2. Each participant of the Congress has a right to address the meeting from his name.
  3. The Assembly does not substitute neither other international organizations nor state, political, economical, religions, professional and other human societies. Having its special nature and only moral means for the achievement of its goals the Assembly is expecting respect to the declared ethics norms and other purposes.

Article 13

  1. The Assembly is called once in five years.
  2. The Assembly can be called for its emergency session at the request of the majority of national (people) Ethics Councils or by the initiative of the World Conscience Council.

Article 14

  1. The Assembly is authorized to discuss any questions and matters limited by the present Regulations and make recommendations concerning such questions and matters.
  2. The Assembly abstains from discussing questions and matters submitted for consideration to the World Conscience Council without a special request.

Article 15

  1. Questions submitted for discussion at the Assembly are formulated by the World Conscience Council six months in advance before convocation of the next Assembly and include opinions of the Congress participants.
  2. Questions submitted for discussion at the emergency session of the Assembly are formulated by the organizations - initiators of the emergency session convocation taking into consideration reasonable limits of time for the notification of all Congress participants.

Article 16

The Assembly discusses and approves the Congress budget for the next financial year and the order of its indexation for the whole period until the next Assembly.

Article 17

  1. Each national (people) Ethics Council has one vote.
  2. The Assembly decisions on the important matters are taken by the Ethics Councils represented at the Assembly. The important matters include:
    - consolidation of ethical norms (the Fundamentals of the moral conception and the Global ethics code);
    - direct moral evaluation of decisions of the United Nations Organization, decisions and actions of states, international and regional organizations, transnational companies and other human unions;
    - recommendations on the matters of the international peace keeping and security and the ways of overcoming of crisis situations threatening the humanity;
    - coordinated expression of opinion of the Assembly participants on the world problems;
    - budget questions.
  3. Decisions on other matters including definitions of auxiliary questions for the two third voting are taken by the majority of the represented Ethics Councils.

Part V

The World Conscience Council

Article 18

The World Conscience Council consists of twelve members and represent the summit of moral values in the Congress. Each of twelve:

Article 19

The Congress does not apply the acknowledged norms of law to the forming of the World Conscience Council taking into consideration that:

  1. The material legislation was created by the human society and is limited, is imperfect and is different from ethical norms.
  2. The limitations and imperfection even in small portion can not be introduced to the World Conscience Council.
  3. The moral vows mentioned in Article 18 of the present Regulations can not be put by the people's decision and should be accepted by a human heart in a very personal way.

Article 20

  1. The World Conscience Council is formed not because of the democratic system and the authority of peoples but as a result of the self-organization process of the Congress work does not matter how much time it takes.
  2. The procedure of the self-organization includes not less than three guarantees of the Congress participants from different national (people) Ethics Councils.
  3. In the period of the self-organization the questions of the exclusive competence of the World Conscience Council are decided by the Assembly according to Article 24 of the present Regulations.

Article 21

  1. The World Conscience Council starts its full functioning having not less than three members.
  2. The World Conscience Council obtains moral rights according to the level of their personal dignity.
  3. The moral power of the World Conscience Council is based only on the authority.


Article 22

The World Conscience Council is functioning on the permanent basis and is establishing its own rules and procedures.

Article 23

  1. The World Conscience Council takes for consideration questions and matters limited by the present Regulations, elaborates its conclusions and makes recommendations on any question and matters.
  2. The decisions of the World Conscience Council are not reconsidered by other organizations of the Congress.

Article 24

The questions of the exclusive competence of the World Conscience Council are:
the affirmation of the Secretariate membership and nomination of the General Secretary.

Article 25

The decisions of the World Conscience Council in all matters are taken unanimously.

Article 26

In the case when there is special opinion on the taken decision of any member of the World Conscience Council this opinion is submitted to the publicity and publication together with the accepted opinion of the Assembly.

Part VI

The Secretariate of the Congress

Article 27

  1. The Secretariate consists of the Congress participants and is formed in such a way that it can function continuously.
  2. The membership of the Secretariate is affirmed by the World Conscience Council and in the time of its self-organization - by the Assembly.
  3. The time of plenary powers of each member of the Secretariate is determinated by the organization which has approved a member.

Article 28

1) The Congress makes the Secretariate responsible for the roll of the Congress participants, decisions on organizing, material and financial questions of the Congress activities, all bookkeeping, the maintenance of exterior connections. The World Conscience Council can charge the Secretariate with other necessary obligations.
2) Fulfilling these obligations the Secretariate is acting according to the goals and principles of the Congress.
3) The Secretsriate is submitting for consideration of the World Conscience Council the annual reports and special accounts if necessary.


Article 29

1) The Secretariate is led by the General Secretary nominated by the World Conscience Council from the members of the Secretariate.
2) The General Secretary directs the work of the Secretariate, acts from its name and is controlled by the World Conscience Council.

Part VII

The Ethics Councils

Article 30

  1. According to Articles 6, 7 and 8 of the present Regulations the Ethics council consists of the Congress participants included in the roll of the Congress at the request of the representative organization of a nation or people.
  2. The number of the Ethics Councils corresponds to the number of nations and peoples presented in the Congress.
  3. The Congress is expecting that the Ethics Councils will become a norm for the international legislation and will work in coordination with state and other high bodies of every nation and people.

Article 31

The Ethics Council creates its auxiliary organizations if necessary.

Article 32

  1. The Ethics Council is functioning on the territory of a nation or people according to the goals and principles of the Congress.
  2. The Ethics Councils fulfilling decisions of other organizations of the Congress on the territory of nations and people.
  3. In the case when the Ethics Council is expressing its disagreement with decisions of the other main organizations of the Congress it can act on the territory of the nation or people according to the personal convictions concerning these decisions.

Part VIII

The Fundamentals of the material rights

Article 33

All material rights belong to the Congress which is represented by the Secretariate in the property relations.

Article 34

The Congress possesses and uses the joint properties and they are managed by the Secretariate.

Article 35

The financing of the Congress is formed by the Congress participants, private donations and fund rising.

Article 36

In the matters of material rights the World Conscience Council.

  1. Is not aiming at any property possessing.
  2. Is materially supported by the Congress in the form of full satisfaction of vital needs.
  3. Is not receiving money or other material retribution.
  4. Is not participating in treaties and agreements.

Part IX
The principles of the consent achievement

Article 37

Participants and organizations of the Congress in the process of talks:

  1. Express mutual aspiration for the consent achievement.
  2. Do not use pressure in any form.
  3. Talk in a way of free opinions exchange between all members (dialogue) not using elements of discussion and argument.
  4. Respect the opinion of the minority.
  5. Having their own opinion do not try to change other opinion.

Part X

Actions under emergency circumstances

Article 38

In the present Regulations the emergency circumstances mean a threat to the peace and humanity in cultural, moral, humanitarian, ecological, military, economical, financial and geopolitical spheres.

Article 39

  1. Any main organization of the Congress can independently determine an approach and an existence of emergency circumstances and inform other main organizations of the Congress in the reasonable period of time.
  2. The authorized organizations of the Congress decide on the expediency of the emergency convocation of the Congress Assembly according to Article 13 of the present Regulations.
  3. If an emergency convocation of the Congress Assembly is inexpedient or impossible the World Conscience Council study these emergency circumstances and take decisions.

Part XI

The declaration of the science, culture and education rights

Article 40

The World Ethics Congress proclaims that the Science, the Culture, the Education:

  1. Is the basis of the moral ideal of a human being.
  2. Is the main condition of the creative potential of the human society, a humanitarian orientation and a criterion of its development.
  3. Its close interaction gives meaning to the present and future existence of the civilization; the scientific knowledge eliminates the ignorance, the culture fill the world with light, the education becomes a norm of the life ethics.

Article 41

The collaboration with the institutions of the Science, the Culture, the Education is a necessary condition of the Congress activities.

Article 42

The Congress participants recognize the rights of the Science, the Culture, the Education as the major ones and consider as their sacred duty to help at most its development on the principles of the Fundamentals of the Moral conception and the Global Ethics Code and having this goal they.

  1. Encourage studies in the scientific ethics aimed at the forming in the scientific society a high level of responsibility for the world and the humanity.
  2. Assist the priority of the fundamental scientific researches drawing together scientific and religions opinions on the Universe origine.
  3. Warn against the oblivion of the superiority of the laws of nature using achievements of the scientific knowledge.
  4. Assist the conservation of the culture of each people as an integral part of the united humanity.
  5. Create conditions for the integration of the people's cultural potential in the cultural life of the humanity and the development of the moral norms and rules.
  6. Provide a natural influence of the highest ethical principles on the forming of the material culture of the civilization.
  7. Support the education system as the leading social institution providing the human access to the treasures of the world culture.
  8. Conserve and multiply the human knowledge.
  9. Address the people with a world of moral admonitions and exhortations.

Part XII

The attitude towards religion

Article 43

Not being a religious organization the Congress recognizes a high moral content of religion.

Article 44

The principles of the ethics as a philosophical moral knowledge make the work coordination with religions institutions a necessary condition of the Congress functioning.

Article 45

The Congress participants:

  1. Are independent in their convictions and are free in their choice of religions denominations.
  2. In the Congress activities abstain from preaching their religion.
  3. Carry on dialogues on religions matters in the direction of reapprochements of different religions systems.
  4. Assist the return of the lost connection of the scientific knowledge with the religions and moral values.
  5. Promote the theology development in correlation with the science and the art.

Part XIII

The Congress and the United Nations

Article 46

The goals and principles of the Congress on the planetary scale make the collaboration with the United Nations Organization the necessary condition of the Congress activities.

Article 47

The United Nations Organization and the World Ethics Congress:

Part XIV

Amendments

Article 48

Amendments of the present Regulations come into effect for all Congress participants after having been accepted by the two thirds of the Congress Assembly votes.

Part XV

Propositions on the Congress creation procedure

Article 49

The present Regulations come into effect after having been signed the original Congress participants.

Article 50

The original Congress participants:

  1. Form a temporary Secretariate.
  2. Nominate the acting General Secretary.
  3. Form temporary auxiliary organizations if necessary.
  4. Deposit the present Regulations and other constituent documents to the government of the Russian Federation (Russia).

Article 51

The temporary Secretariate:

  1. Notifies the world about the creation of the Congress.
  2. Accepts applications of representative organizations of nations and people.
  3. Forms the roll of the Congress participants.
  4. After having received not less than thirty applications of representative organizations of nations and people calls the Assembly of the World Ethics

Congress which forms the Congress Secretariate.

Part XVI

The location of the residence - headquarters of the Congress

Article 52

In concordance with the Goverment of Russia the location of the residence - headquarters of the Congress is the city of Saint-Petersburg. We, the original Congress participants, certify that it is correct and sign the present Regulations.

Commentaries to the project of the Regulations
of the World Ethics Congress

The authors of the Regulations project are anonymous and do not mention the used sources. It lets the critics formulate comments and propositions in a free form and they will be considered in the creation of the final variant.

The Preamble

People of the world having their ethnical origine, their motherland and language, live according to the principles:

  1. I am a man of the world!
  2. A thought is the ideal of the human unity.
  3. The conscience is the judge of human actions.

Destructive technological disasters, global natural cataclysms and increasing social shocks are products of human activities as the leading force of the neosphere. The people of the world accepting the Regulations understand a destructive and creative force of the thought. The power of a human thought with the idea of the unity can forward the people towards the renovation and the cooperation. The idea of the unity, the equality and fraternity of all the people of the Earth passing the bounds of the moral principle becomes the powerful factor of the conservation of the civilization. In the new millenium the peoples will be the motive power of the evolution. The World Ethics Congress is a connecting link to the human thought, global instrument which will be used by the peoples trough their chosen representatives to influence the future of the world development.

Why now does it become imminent to rebuild the structure of the human society and to elaborate united moral principles of the human civilization?

  1. Military, political and economical means did not avert the approaching threats.
  2. The state power does not contain a soul and having a big force is not tormented by remorse's and that is why it can not create conditions for the harmonious development of a person.
  3. Passing the national boundaries the state power created the United Nations Organization - the international center of the political unity. But the Earth still looks like the House of tormented souls. It means that now is the time to create an auxiliary center of the human unity.

The name "the World Ethics Congress" fully reflects the principle of the coming in effect the life ethics of the whole humanity.


Part I

One of the most complicated moments will be the elaboration of the Fundamentals of the moral conception and the creation of the Global ethics code taking into consideration all the variety of the human views. The code is making the humanity approach the highest truth which should be understood in all languages, on all the continents. The scientific principle known for more than six centuries says: "Closer we are to the truth, easier the laws are describing it."
Expressing the coordinated participants opinion on the world problems the Congress is warning the people about the approaching threats and is recommending the ways of its overcoming.
Using its special methods in the interests of the conservation of the society ethics the Congress is developing a vast collaboration with the UN and also international, regional and national organizations, state and non-government organizations, leading figures of culture, science, religion, education, medicine, environmental protection, business and finances.
Every person is experiencing a struggle between the common sense and remorses being influenced by different life circumstances. The Congress participants determine the main principles which can be used for goals achievements (Art.2) and follow ideas common for all mankind. These ideas occupy a higher moral level in the dispute of the intelligence and the conscience. The Congress participants follow principles of a man of the world.


Part II

The Congress participant does not represent anybody's interests, is not a trade union delegate, a corporation representative, a country ambassador. The humanity can unite only the individualities and not abstractnesses. As an individual conscience bearer he is promoted to the Congress according to his moral qualities and his moral evaluation is executed by a representative organization of a nation or people (Art. 3). The selection on the lower levels can be stipulated by the decision of the representative organization itself if necessary.
The Regulations are not connected to the procedure of new members admittance because the application of the only (moral) qualification limiting the possibility of joining the Congress is in the competence of the representative organization of a nation or people. An application from the representative organization with enclosed minimum number of documents is enough for a claimant to receive a status of the Congress participant (Art. 6, 7).
The representative organization of a nation or a people has a right to claim from one to ten names. The uncertainty is eliminated by the rule: "From one representative organization - one vote", does not matter how many participants are behind this vote (Art.8).
The participation time in the Congress is not limited (Art.4) but it does not lead to stagnation in the Congress staff. The renovation is executed in a natural way and also the World Conscience Council (Art. 9, 10). At the same time the conservation of the stable number of the authority people is very important for the effectiveness of the Congress and its increasing role in world processes.

Part III

The Regulations determine as the main organizations the Assembly, the World Conscience Council, the Secretariate and the Ethics Councils of nations and people which are formed by the Congress participants (Art.11). Which is the main organization? The part III of the Regulations does not affect this question. In other parts the question of the power vertical line is neither solved. The Regulations accept only the hierarchy of the consciousness.
This is the basic difference of the Congress structure created not as an command pyramid but as a evolutional spiral. Each main organization in the structure of the Congress being submitted to the organizing principles of the Regulations at the same time in the ethical matters obtains the maximum amount of the autonomy (Art. 14, 23, 26, 32).

Part IV

All Congress participants are united in the Assembly. Entering the third millenium the humanity is obtaining a new mechanism vices overcoming - with the help of the ethics including four corner - stones; science, culture, education, religion. On these stones the four main earth spheres are built; political, economical, power and social. The stability of the whole construction depends on the firmness of the foundation. Now the construction is placed on the sand. Political regimes are falling apart, financial pyramids are been ruined, power structure is decaying, people masses are sinking into the chaos. The Assembly is creating the necessary ethical foundation and is giving the hope to the humanity. Some democratic methods are typical for the Assembly work including the dictatorship of the majority (Art.17). In the beginning when there is no united understanding of the moral norms it will be complicated to reach one coordinated opinion. The widely known authority of the Global Ethics Code will give a possibility not to divide the ethics in parts. Later the transit proposition of the majority dictatorship can loose its importance.

Part V

The World Conscience Council is closer to the moral ideal and the rules of self -organization are characteristic for it (Art. 18, 20). This key conception of the modern science reflects the non - lineal principle of the world including social and human systems. The integral view of the world will lead to a new, for many people unusual dialogue of a human being with himself, with other people and with higher forces of the Nature. The absolute authority in the morals belongs to a person who is known by the people as a renouncing the world temptations. The norms of Art.18 of the Regulations lay such vows on the World Conscience Council. Is it possible to find twelve persons able to accept this burden in the face of the whole word? The regularities of the complicated behavior of the self-organizing systems are not showing direct exits from the dead ends and many ordeals. Only a person with the powerful spirit can pass this, the people who are not baring the present human features, who are corresponding to the demands of the future. That is why the Regulations can not limit the time period of the self-organization (Art.20). During the period of self-organization of the World Conscience Council its functions belong to the Assembly. The decisions of the World Conscience Council are taken unanimously (Art.25). Neither disagreement nor special opinion can pass the limits of the Council. It implies the highest concord of the moral thought and imposes a special responsibility on those who are taking decisions. Having the highest moral authority the World Conscience Council has the power of a special kind. This power is not limiting anybody, is not abolishing decisions of other main organizations of the Congress but is having its independent opinion leaving for the people the inalienable right for the freedom of choice (Art.21, 26). This power is teaching.
The history of the world is full of examples of impostors. Can this be a danger? In the material world the human brain differs mostly rectilinear dependences that is why the substitution of the true one by the false one is very possible. But in reality the world is structured on the quantum principles. This means that only the definite types from a spectrum of potentially possible structures are possible in it. The nature allows not any but only determined combinations and forms. In the religions conception this is the plan of the Creator, in the scientific conception this is the definite copulation of the self-organizing forms. But in any case this regularity is so fundamental that it has a nature of interdiction principle imposed from above. The consonance of the thoughts of the Congress participants is the clot of the moral energy which will guard the process of the self-organization of the World Conscience Council.

Part VI

The Secretariate is the main permanently functioning executive organization. It releases all other main organizations of the Congress from resolving material and organizing problems that let them concentrate at most on the goals of the Congress which was the purpose of its creation.

Part VII

The Ethics Councils of nations and people should become the norm of the international law (Art.30). The problem of the morals is typical for every state and every nation. It was said and written a lot about it that is why the Congress is creating beneficial grounds for this idea understanding in many parts of the world. Such Councils at each state organization will be lanterns of the conscience and lighthouses of the human progress.
Nothing prevents from this idea distribution in branches of material production and in all non-commercial sphere.

Part VIII

All power in material matters is handed over to the Secretariate (Art.33, 34). The Congress is not executing business activities and is not aiming at profit obtaining and other material benefits. The Congress budget is approved by the Assembly. The participants form the financing by their own means, private donations and raising money (Art.35). Taking into consideration the exclusive importance of the Congress goals for the civilization survival the people and the states should provide acceptable conditions for the Congress work.

Part IX

The general law of supplements introduced to explain the physics of the microworld can be spread on the human relations. In this sphere it is formulated as a principle of equality, mutual respect of all discussion participants when every member is not only respecting other member's opinion but is ready to limit a sphere of his opinion to make it adjustable to the general limits introduced by other participants.
The Congress does not accept any methods of concord achievements and only those that lead to a progressive mutual rapprochement of positions. It is important to protect the rights of the minority and even of one vote. May be the life can approve their correctness. A prophet knows the truth but in the beginning the majority does not understand the prophets.

Part X

Under emergency circumstances the Congress is working in the special regime. A sensitive heart of any organization of the Congress can recall the others for the humanity protection against a threat. A convocation of an emergency Congress session and an extraordinary interference of the World Conscience Council are possible.

Part XI

The Congress declares the rights of the Science, the Culture, the Education as the paramount ones (Art.42). The peoples will survive not increasing the war arsenal, not destroying in threatening amount the natural resources, not oppressing the weak ones but changing orientation for the ethics in all life fields. The ethics is nessecary especially in the conflict times. Now such conflict is evident. The aggressive part in the conflict is the humanity. It has not reached the idea of the cooperation with the nature and is trying to seize the priority and to outbalance in its favour. But the inequality is the swings shaking loose the support.
Only the Science can help the people to open their eyes.
Only the Knowledge can eliminate the ignorance.
Only the Culture can fill the world with light.
Only the Education can become the norm of the life ethics.
The Congress considers the coordination of work with the social institutions of the Science, the Culture, the Education as the necessary condition of its activity and promises to help at most their development.

Part XII

The Congress recognizes cooperation with religion (Art.43) and organizes cooperation with religious institutions (Art.44). The religion is an integral part of the people's culture. The religious ethics is a part of the human ethics. The world religious demand strictly determined substantiation of their moral principles. It is becoming an evolutional factor in the relation construction of the Congress organizations and religious denominations . Fencing off the inner spiritual world of a human being the science was constructing dead - ends. But in the notions of power, energy, impulse, common field and other terms the science itself is discovering the existence of the spirit. That is why the Congress is greeting and will be promoting the return of the lost connection between the scientific knowledge and religious moral values (Art.45).

Part XIII

Coming from understanding of general laws of integration and evolutional geopolitical structures the Congress is paying special attention at the collaboration with the United Nations Organization (Art.46).
The application of any decision not excluding the UN and Congress decisions is judged by the life itself. The international law development and its effectiveness is not enough. The moral origine of a human being is poorly presented that is why human "deseases" can not be treated by political, social and other measures based only on the intelligence. The most radical methods and reforms will not improve the face of the planet if the humanity remains the same: a philosophizing one using the knowledge to satisfy its own passions and selfish purposes of separated associations.
The direct contiguity of the imperfect external existence of a human being with his inner essence is executed in the heart. The influence of moral norms, the psychical emotions and the intuition coming from the heart are able to weaken the energy of selfishness, the passion for power and gain.
The people can be united in the face of the threat when the pressure on the biosphere is exceeding the critical amount. The understanding of this planetary threat is forcing the UN and the Congress to act in common, to establish the ideals of wisdom, justice and unity (Art.47).

Part XIV

The amendments to the Regulations can be accepted only by the Assembly by the qualified majority of the votes.

The creation of the Congress recognizes three stages:

The Regulations are introduced for deposit to the government of the Russia Federation because the initiative of the Congress creation is coming from Russia. The Regulations will be signed on the territory of Russia. And the residence - headquarters of Congress organizations will be also here.
