TO THE STATE LEADERS,
GOVERNMENTS AND PARLIAMENTS OF THE WORLD

   During many centuries people leaders were bearing the burden of responsibility for the world order. The history of the Earth keeps traces of this big work. Huge constructions, powerful nations, world empires were forming the cultural face of our planet. But each time the reverse motion of the historical pendulum reduced to dust the results of the human actions because the moral principles of people and nations determined not only the vector of personal and family but also state and international relations. The beginning of the XXI century obliges us to unite even more closely in the work for the future of world civilization.
   The people of the world sec that the task of modern leaders is very hard.
   The people of the world understand that only political measures are not enough for restraining of the global crisis enveloping the planet.
   The people of the world feel that they are equal in the face of the protesting nature. And the people of the world cheese the way to the unity of the humanity.
On the Russian territory, in the midst of the people the idea of a world scale was born: to begin the movement for the renascence of the creation and life ethics. The number of international events of the last period exposed the aspiration of world leaders of the East and the West to unite their efforts for the survival of the humanity. The matter of honor and conscience of the people is to provide the irreversibility of the chosen course. The guarantors of this can be the National Ethics Councils of countries of the world united in the World Ethics Congress. The best representatives of science, culture, education, religions denominations should have a world tribune to raise the voice of their conscience and it must be equivalent to the United Nations Organization. Only the science can help people to open their eyes. Only the knowledge can eliminate the ignorance. Only the culture can fill the world with light.
We suggest to the state leaders, governments and parliaments to support this people initiative with their authority and become participants of the construction of the stronghold of the moral law in their country and in the whole world. We express the hope that joint efforts of the cultural community and political leaders of the world will result in 2003 on the Russian territory in the convocation of the first Assembly of the World Ethics Congress.

   This appeal was accepted on the proposal of the Russian social movement "The Cultural Initiative" at the international scientific-practical conference "Russia on the way to the unity of the humanity".
