At the head of the Fund are:

• Management board,
• President,
• Guardians council.

The management power belongs to the collegiate group - management board of the Fund.
The chairman of the board is Vladimir Melnikov, ectaco1431@home.ru .

The president of the Fund personifies the executive power, he is the head of the executive group of the Fund. The president is appointed and released from his duties by the Board.
The president of the fund is Yuriy Ushakov.

The Guardians Council controls activities of the Fund, taking decisions and their fulfillment by other members of the Fund, use of finances of the Fund (including the question of advisability of their use), following the law.

Those who handed over to the Fund without compensation belongings valued more than 100 minimum wages have the right to introduce one representative to the Guardians Council of the Fund.
Members of the Guardians Council cannot be members of the management board, employees of the Fund, persons working with finances.
The Guardians Council of the Fund is functioning on the social basis.

Citizens and organizations can contribute to the Fund functioning making donations, handing over belongings without any compensation and also providing all kinds of assistance to the Fund in the organization and practical activities.

Persons assisting the Fund have the rights:

• to participate in all kinds of its activities;
• to receive financial, expert, mediatory, scientific and technical help in accordance with the goals of the Fund on the conditions determined by the Management board of the Fund and also by the agreements;
• to establish and develop with the help of the Fund bilateral and multilateral contacts;
• to use defense of the interests within the limits of the Fund's rights, its legal and economical possibilities;
• to stop at any time collaboration with the Fund. The Fund registers in the special list all the persons assisting its activities.

The persons assisting the Fund are obligated:

• to act strictly according to the regulations during the realization of programs of the Fund;
• to keep confidential information about activities of the Fund;
• to stay away from actions which can cause damage to the Fund.
